This is the statement made during public comments at the Bellefonte Borough Council meeting on November 6th.
I am Peter Serefine, residing at 212 E. High St., and I'm here to provide additional information regarding the petition for the establishment of an off-leash dog park in Bellefonte, which was presented at the last Borough Council meeting.
Approximately four weeks ago, I reached out via email to all parties present at this meeting, expressing my request for the inclusion of the off-leash dog park petition in the upcoming agenda. Regrettably, I received a polite response from the Borough manager, stating that I would not be included on the agenda for that meeting.
Three weeks ago, I attended a council meeting and took the opportunity to present the petition for an off-leash dog park during the public comments session. Tonight, I stand before you again, during public comments, as the petition for the off-leash park has yet to find its place on the agenda.
According to the Humane Society of the United States (HSUS), 69 million American households own at least one dog. When dog owners search for a new place to live, they look for somewhere that meets their dog’s needs and their own.
Installing a dog park in Bellefonte can attract new residents.
It is worth noting that creating an off-leash dog park is an initiative that could serve as an easy political win for this council. The primary financial commitment would involve the erection and maintenance of a fence, a cost that can be significantly offset through contributions from local citizens, businesses, and civic organizations. However, the challenge is that few people are willing to donate to a project until it has received government approval.
To provide some context, dividing a two-acre dog park into three sections, one for small dogs, one for large dogs, and one designated to lay fallow for regeneration, would necessitate the installation of approximately 1,500 feet of fencing.
My discussions with hundreds of Bellefonte Borough residents have revealed an overwhelming level of support for the establishment of an off-leash dog park. By granting approval for this project, we have the opportunity to commence fundraising efforts, and, in doing so, present a meaningful gesture of goodwill to our community.
I strongly urge the council to approve the off-leash dog park project, which will not only serve as a testament to our commitment to the community's well-being but also allow us to move forward in a positive and productive direction.
