Public Statement

Since the petition was not added to the agenda, it was presented to the Borough Council during the public comments portion of the meeting on 16 October 2023. Below is the statement that was read at that meeting.


Members of council, I am Peter Serefine, and I am a homeowner in Bellefonte Borough.


I am here to present a petition for the establishment of an off-leash dog park in Bellefonte. The petition boasts over 500 signers and the case for such a facility is compelling, supported by proven benefits that underscore its importance.


First, let’s consider the numbers. Bellefonte Borough alone is home to 462 licensed dogs. When we expand our view to include Spring Township, which envelops Bellefonte Borough, we discover an additional 689 licensed dogs. This reveals a substantial canine population that could significantly benefit from a local off-leash dog park. Consider the canine population of municipalities that border Spring Township and the total approaches 3,000.


Moreover, the closest existing off-leash dog park is located at Tudek Park, a 20 minute drive from Bellefonte. Despite the distance, it’s worth noting that every visit to Tudek Park reveals the presence of fellow Bellefonte residents. This shows a clear demand for such a facility within our immediate vicinity.


The advantages of an off-leash dog park are not merely anecdotal but supported by a body of evidence. Numerous studies and practical experiences in other communities have shown that off-leash dog parks yield significant benefits. These include:

  1. Enhanced Canine Well-being: Off-leash parks provide a secure and controlled environment for dogs to exercise and socialize, promoting their physical health and mental stimulation.

  2. Community Building: These parks foster a sense of community among dog owners, leading to stronger neighborhood bonds and social connections.

  3. Improved Behavior: Dogs that frequent off-leash parks often exhibit better behavior, as they become well-socialized and accustomed to various stimuli and situations.

  4. Cleaner Borough: A designated off-leash park will reduce the amount of dog waste throughout town.

  5. Economic Boost: Off-leash dog parks can attract visitors from neighboring areas, potentially benefiting local businesses and boosting the local economy. As mentioned earlier, there are over a thousand licensed dogs in Bellefonte Borough and Spring Township alone.

In conclusion, the establishment of an off-leash dog park in Bellefonte is not just a matter of convenience; it’s a response to a genuine need in our community. With hundreds of licensed dogs in our Borough, and thousands nearby, and the proven advantages of such facilities, the creation of a dedicated space for our furry friends is a step toward fostering a healthier, more connected, and vibrant Bellefonte community.
